Why doesn't the Free Transform tool work on guides [created with the Make Guides command]?

Process:

1 - Make Rectangle

2 - Make Guies [Command + 5 // View > Guides > Make Guides]

3 - Try to use Free Transform Tool

You can still rotate and scale via the other tools but for some reason can't get Free transform to work.
