Building a PC for Illustrator

So I need to build out some new PC's for our design staff optimized for Illustrator but would like any suggestions as to specs. Not being familiar with Illustrator beyond it having quite possibly the worst memory management in the whole of human history does it benefit some/lots/none from:

 

-Faster CPUs or high (6-8) core CPUs

-Faster GPU, more video RAM, both?

-Is it ever possible to configure a machine that doesnt get 'out of memory'? Giving it a dedicated 500gb scratch disk?

-As much as the designers hate Windows 8, does Illustrator behave at all better memory management-wise in 8 or is the same as on 7?

 

I've set up a CS6 trial on two existing Win 7-64 pro machines and watched as a 35mb file eats up 6500mb of ram inside an hour and bomb out (8g on the machine), is the best option just literally a PC that can hold as much RAM as possible?

 

And secondly, does setting up additional scratch disks actually do anything at all? The above test I had set a second scratch drive to a half full 128 SSD but it still ate up the physical RAM and bombed out, having tons of scratch space didnt seem to do anything usefull.

 

Appreciate any suggestions
