Export to pixel format crops wrongly

I notice that when I export a file to, say, PNG, the new file’s cropping bears no relation to the artboard. Nor to anything else that I can see. Usually there is a big white area above the artboard area but I can see no direct relationship between the original artwork/artboard and the dimensions of the exported file. Nor does resolution (ppi) have anything to do with it.

Of course it is no problem opening the new file in Photoshop and cropping it there but I expected the artboard size to kick in straight away.

This happens irrespective of the pixel format (BMP, JPG, PNG, whatever). Am I doing something wrong? Has it got to do with a Preference somewhere? What’s up? Any ideas please. (CS3 Mac by the way.)
